With or without a Paypal account." I'm not sure the recipient needs a Paypal account, but the sender does. From the Help page: "How do I actually pay a person if they accept the offer? Log in to your PayPal account and go to the Send Money tab. Enter in the information and click on the Personal tab/other to send them the money." If you had been right, it would have been a great way to send money anonymously for any number of reasons...but I don't think you were right.
