It really depends on the PDF. Zotero just reads the metadata from the PDF file itself, which for many journal articles is incomplete or incorrect, especially for articles more than a few years old. Mendeley does server-side checking to make sure that what's written in the PDF metadata section is actually the right info.

If you like Mendeley, you might want to check out Qiqqa, which has a strong focus on organising your PDFs, accurate OCR, brainstorming, annotations with reports, syncing between your PCs, and so on. It's aimed at the academic/researcher with many PDFs to handle, and can import your exiting library. http://www.qiqqa.com

You wouldn't be making them available to the public per se. The metadata would be available for others to see but the actual PDF document wouldn't.
Does this program assist with organizing if you already have PDFs on your computer? Also, because many of the PDFs were obtained while I was a student (I would have had to pay otherwise) would I be redistributing the work illegally if I were to upload it to Mendeley and make it available to the public?
