Picasa is strictly for my digital camera photos since i use the desktop software to manage them. Photobucket is what i mostly use to post things in various places on the internet like forums, blogs, etc, where I want to post the actual picture, not a link to the picture. Flickr is mostly for sharing screenshots in one of the games I play in but it's bandwidth limitations for free users makes it rather unappealing to me. It also allows comments and you can upload full-size images and brows that way too. For me, flickr was too much about flickr and not enough about you, the user/photographer.
