Sites load relatively fast and do not consume high traffic volumes due to Opera Minis picture prxying. Plus: There is a little thumbnail preview for twitpics posted by my followees. I don't upload pictures from my cellphone, though. Traffic costs for my mobile carrier here in Germany called Simyo are 0,24€/MB in 10kb steps.
