I use and like Networx on clients, but Shrapnel09's right: gateway is best, if possible. The IPcop Linux firewall distro has built-in bandwidth metering, including quotas, and low-end hardware requirements (e.g. mine was a P2 233Mhz/4GB HDD/64MB RAM).

There are plenty of tools out there like this. I actually prefer NetLimiter because it allows you to see bandwidth consumption per process. Of course, a solution at your router or modem would be best. That way you can see if something else (a different computer, for example) is leeching your bandwidth.
