It’s actually quite simple: you just need to restart the Windows Update process on your PC. Type Services into the Windows search box. Find the process called Windows Update and then click Restart. 

This will move the percentage along (possibly keeping it moving). If it doesn’t finish, repeat the above process until it finishes.
