While the listing says it is unlocked, multiple customers have said that it isn’t fully unlocked. While you can use a different carrier’s SIM, the device has several AT&T locked features.     When you consider $300 a budget phone you make too much money to understand that some people consider "budget" very differently. I'd suggest you make $300 top of the "budget" category and start in the basement. Some families have kids and need a true budget device. Some people are senior citizens and live on small incomes.
