That is the "recovery" time. You take a photo using the flash and then you wait... and wait... for the camera to reset for the next picture. By the time the camera is ready again, the object of the next photo (small child, animal, moving vehicle) is nowhere to be seen. Why can't the recovery time be listed along with other features.
