		<description>I use FastStone Viewer to add borders to my photos.  It works wonderfully, and allows me to add a small watermark as well.  It also allows a multi-segment border (for instance, a 1pixel black, 10 pixel white, and a 1 pixel black), which looks quite nice.

It can be run without installing it, and it is free for home use or ($34.95 for a commercial license).
