PicPick makes this easy. Open an image, select Effects | Frame, and pick a border and shadow.

That’s the comprehensive answer, agreed. But for a lot of users, a shadowed, multi-colour, rounded corner frame is going to be beyond their capability if they need to use GIMP to get there.

I use FastStone Viewer to add borders to my photos. It works wonderfully, and allows me to add a small watermark as well. It also allows a multi-segment border (for instance, a 1pixel black, 10 pixel white, and a 1 pixel black), which looks quite nice. It can be run without installing it, and it is free for home use or ($34.95 for a commercial license). Find it at FastStone.org

I’m getting used to SnagIt. It’s not free, but I can create borders, shadows, and even teared edges with a few clicks and before uploading the images up for my blog.

Rahter than online ,I prefer offline IrfanVeiw .
