Just tried it on my browsers and can confirm that it works as expected. It may take a while for the document to load due to its size. Try right click -> save link as option. It works for everyone regardless of operating system and browser version.

sorry for delayed reply. the download mechanism works on all browsers. Follow the steps in the ‘how to download’ instructions. If using option 1 you have to use the buttons on the page to see the link.
