You can in fact create it in less than 2 minutes. You just need to add a photo, logo and your contact information. Then choose a theme from the ones which are available and you get a background created automatically by Twitbacks. You could even upload your own background to it.

The site also gives you an option to get custom twitter backgrounds from scratch for a particular fee. And if you want to remove the Twitbacks.com text from their free themes then that costs $4.99.
