Mobile17 takes regular music tracks and photos and turns them to ringtones and wallpapers, respectively. All you need to do is sign-up, select your phone model and upload the file you want it to create the wallpaper or ringtone from. For ringtones, you can specify the exact part of the song you want. For instance, if you want the part between 15′th and 30′th second, you can have it.

Once everything is set, simply wait until Mobile17 completes your request and sends it to the provided phone number. Sometimes it may take upto 1 hour. It’s free. The only charges you might get, are what your service provider charges you to receive or reply to a text (SMS) or picture (MMS) message.
