Is there a Windows version of Axel Download Accelerator?

I am trying to download Axel Download Accelerator from the following link: http://alioth.debian.org/frs/?group_id=100070

When I click a download it gives me a .TAR.GZ file which, when I extract it, gives me a folder of files I can’t open and don’t know what to do with.

WGET is supposedly similar so I found an .EXE that I placed in the Windows folder from here: http://users.ugent.be/~bpuype/wget/

Now I can use WGET from the command prompt, but I’d really be interested in knowing if there’s a Windows (.EXE) version of Axel? If not, can I use the .TAR.GZ archive somehow?

    and if anyone see this, do you know how to download 2 files the same time
    i tried  [ axel url url2 ] but it didn't work

    To install Axel Download Accelerator,you need to have Cygwin installed on your PC.

    Cygwin download page -

    Visit the site mentioned above and click on setup.exe link to download the file.

    Now,to download Axel you can get the compiled version for windows from here -
