More information is needed. For example:

    -operating system you are running,
-is it 32 or 64 bits,
    -any new hardware,
    -any new drivers,
    -laptop or desktop,
    -malware recently,
    -etc.

You could try this steps...maybe it helps:

    -press control alt delete
    -select task manager
-Applications>> select new task >>type in explorer>>press enter
-you should see your background image and the taskbar as well as your icons

This is a possible solution for windows 7:

    1. Change boot order to start windows with cd/dvd
    2. Boot from the Windows 7 installation disk
    3. Choose language,
    4. Choose Repair your computer on the install now screen
    5. Choose the System restore option
    6. Choose one of the previous restore points
    7. Restart computer when prompted

If you do not have any restore points try running startup repair.
