Why can’t I uninstall some software from my PC after a virus was removed?

I’m using windows 7 and Kaspersky as anti-virus. I’ve already fully scanned my PC last week and there is no virus now. Though its completely alright I don’t know why I can’t uninstall some programs from my PC. And I just found a few minutes ago that I can’t even change my PC’s password. What should I do? Should I reformat my PC again?
*(I formatted my PC on February)

If Windows Repair (All-in-one) didn't work, then you can try Virus Effect Remover. It may help gain back much of your computer access, then try Windows Repair (All-in-one) again. http://sourceforge.net/projects/viruseffectremo/

You can try to use Tweaking.com's Windows Repair (All-in-One) to see if it helps. It is still a young program, so if you still have some issues that need fixing, contact Shane, the creator of the programs on the website, and see if he can help fix the issues and possibly update the program for you. Microsoft Support technicians have recommended this program for the issues you mention. http://www.tweaking.com/content/page/windows_repair_all_in_one.html

The uninstall app of your software is made corrupt by the virus before you removed it.
So the best way to uninstall the software completely is to

Delete the software folder from C:/program files

    and then

Use Registry crawler to remove all its registration entries from the windows registry... You can download this software from here...http://techgredients.com/app/best-uncommon-tools-to-protect-your-pc-no-antivirus-needed

You should also remove the registry entries of kaspersky via registry crawler that will make your system faster and responsive.

Open an elevated command prompt by typing cmd into search box, right click on cmd.exe and select Run as administrator. In command prompt window type - sfc/scannow - to scan your system files and replace any corrupted ones. Reboot when finished scan and hopefully problems solved.
