Which webservice provides a free incoming US number along with free/paid VOIP service?

Which webservice gives free incoming US number along with free/paid outgoing calls to US, either as Chrome extension or app?

If an Android app, I’d prefer that the VOIP connects users not over Internet protocol but direct connect. Like how Jajah connects users directly.

    A Skype subscription gives you almost everything you asked for. You can get a local number in a location of your choice (though it's not a toll free number as such), and you can call to most destinations around the world for at no extra charge.
    By the way, pretty much all phone calls are done over the internet now, whether you use ordinary phone sets or through software apps. Jajah simply organises it so that the voice component of the convensation runs on phones at both ends.

      Thanks. Nice answer. But please note , net-to-phone through skype is paid though net to net calls are free. Secondly , does skype allow connecting both user to user on phone instead of net to phone?

      Sorry, I should have been clearer. The premium Skype account will let you call landlines for free.

      As for phone-to-phone calls, Skype doesn't support that, although if you use a Skype phone (or adapter), the experience is similar. You dial - the other person receives a call on a landline. They dial your skype-in number, you receive the call on your Skype, which is also a phone... But to get back to your question, Jajah is the only service I know of which offers a phone-to-phone service in that way, but then, you need to initiate the call from a computer or go through an amazing rigemarole to make the call without a computer.
