It depends on which portion was downloaded. I don’t think it’s very likely you’ll be able to do so, if not all of the PE header was written, no application will identify the format (most common). More over, file downloading isn’t sequential, chunks of data are downloaded individually. Then the last thing that happens is the data is assembled in the correct order, if this step wasn’t completed then watching the MP4 is not going to be a viable option.

Rename the extension as mp4 of half file.
And play it as mp4 file. using vlc media player.
will it play or not, it depends on what software did you use for downloading.

why it is not possible fot you to download complete file ?
because of the limit of your internet plan?
or net gets disconnected.
if disconnecting is a problem,
you can download it from a site that supports resume.
youtube or torrent or any other site that allows resuming.
