With CD that you have, what are the operating systems recommended for it? If the CD is compatible with Vista, you could explore the CD and find the setup.exe file. Once you find it, you could try run it with Vista compatibility or run it as administrator. If you want to run the installation as administrator, you just have to right click on setup.exe file and select the run as administrator option.
If you want to run it as administrator, all you have to do is right click on setup.exe file and select properties. Once property opens, click on compatibility tab. Make sure to put a mark on the run this program in compatibility view for and select the operating system. Click on Apply and ok.

You mean to say upgrading your firmware to 4.0.x version?You can only upgrade to this version only if Samsung provides it.Else,you’ve to root your phone which technically voids your warranty.
