Then it’s an Android phone and it needs to be rooted and not jailbreaked as jailbreaking is for iPhone.

AT&T uses a cellular network technology known as GSM. GSM is the international standard (for the most part) for cellular networks and it’s a common request to unlock a SIM if a customer is traveling abroad. The reason is SIM unlock lets you use a SIM from an overseas carrier without issue.
So basically you would call your carrier and ask for a SIM unlock code because you would like to travel abroad and not buy a new phone. Please read the link provided above.
However, I would be extraordinarily careful about this process, since after jailbreaking, you void your warranty. Also, rooting (also known as jailbreaking) your phone can potentially brick it, so combined with voiding your warranty, it’s not something to do without a great deal of consideration and research. I almost forgot – after getting the SIM unlock code, you can basically change domestic carriers by purchasing an unlocked SIM on eBay:

July 30, 2012Contact T-Mobile to request a SIM unlock code. The company will honor your request if you’ve had a postpaid plan with them for at least 40 days or a prepaid plan for at least 60 days.
