I have a new iPad but I am not used to Apple’s products. I’ve charged up the iPad, but nothing s happening. The screen is blank, so I can’t find the settings icon and start using it.

Try pressing the Sleep/Wake button at the top-right of your iPad:
If your iPad is still charging it should show you a red charging symbol on the screen.
If your iPad is charged up to a certain degree it should show you the home screen with the "Slide-to-unlock" bar.

If it is totally blank and none of the above applies:
How did you charge the iPad, via USB on your computer or the socket adapter?
If you charged via USB it could be that your computers USB Port didn't supply the necessary Ampere required for the iPad and it's battery went from low to dead*.
If you charged via the socket adapter I would say it's either a dead adapter or socket or the iPad has a defect.

    * A default USB port supplies max. 500mA wherein Apple devices require more than that to charge up, especially the iPad (at best 1A - 1,1A). Another problem could be a second device connected to the same USB host port e.g. your computers mouse, keyboard. You can read more about it here.

Hello, the following link will show you basic troubleshooting tips.  How long did you charge it?  Maybe you should try charging it longer and see if it works after that.  It could be that the battery is really low.
