Right click in an empty space in the taskbar and select "properties". Select "Start Menu" tab from the dialog that results and chose "customize". Proceed to select "large icons", press "apply" and "ok" and it should be fixed.

If this fails, it's probably your screen resolution. Right click on your desktop and chose "properties" and go to the "settings" tab.
