Are there specific versions of the iPhone that can’t be unlocked in England or Sri Lanka?

One of my friends received an iPhone 4S from England sent by one of his friends living there. It is not unlocked and he was directed by one of his friends to see one of the reliable persons who handles iPhone unlocking in Colombo, Sri Lanka.

However it was understood that during the unlock process there are certain versions in the iPhone that they will not restore and keep them in their possession.

Kindly correct me and tell what are these versions or softwares in the phone.

    I'm not entirely sure, but it sounds like the guy who unlocks phones is referring to stolen property:

    Basically, you'll want to locate the identifying numbers and see if they're in the worldwide database of stolen GSM phones:

    A lot of people nowadays will check that number before even buying a used phone.
