I don’t know if it is the best, but Freemake Video Converter does a good job of converting about any format (size and resolution) to about any other format. May not be the fastest, but it makes high quality conversions of a variety of formats and is free. http://www.makeuseof.com/pages/best-windows-software

VirtualDub would probably do the job pretty easily if you are starting with an AVI. HandBrake, MediaCoder, SUPER, and FormatFactory will also do the job. FormatFactory is probably the simplest and MediaCoder is probably the most advanced in the list. VirtualDub will give you tons of options if that’s what you need.
