Have you tried making sure it’s enabled in Skype’s options?
Go to Tools->Options in Skype, then click Video Settings under General.
If the webcam doesn’t appear as an option here, even though it works elsewhere in Windows, I’m not sure what the problem could be.

Universal Serial Bus Controllers > right click on my webcam > click update drivers > click update from or browse my computer > click Let me Pick from a List > then click on “USB Composite Device”
