Personally I have always used the default GUI to shutdown Windows.

Start > Run (Windowskey + R)
“shutdown.exe -i”

* as computer you can input localhost, the rest is self-explaining

Use these commands to shutdown, restart pc.
1. Go start >>all program>>Accessories>>Run or (keyboard shortcut) Windows + r.

2. Now write ” shutdown /s /t 60 ” .

(Above command is use for 1 minute (60 seconds) you can change it according to your demand)

To cancle shutdown command, type “shutdown -a” or “shutdown /a” in ‘Run’ and press Enter key

For Restart, -r (or /r) is used

To cancel shutdown, go to RUN and type SHUTDOWN /A and press enter. You will be notified about cancellation of scheduled shutdown if you already scheduled the shutdown for windows.

if you like things like comand prompt use what guys suggested… if not Switch Off is great… just google it :)

Like others, I usually use the command line command “shutdown”. Ocassionally, I use Wizmo or NirCMD (both of which have many other functions). Neither of them have a shutdown timer as such, but NirCMD has a “wait” function, which does just that, so you could simply string two commnands (wait x seconds, shutdown).
However, what do you mean by “best”? After all, shutdown is shutdown… Is there any particular function or feature you are after?
