My friend asked me how can he access his office computer from home, he needs a permanent connection but doesn’t want to spend any money, the IP is dynamic.
What he actually wants to do is to check on the surveillance camera in the office which is connected to his computer through a DVR card.
Help me if there is such a FREE/permanent remote access solution, or if there is a FREE remote surveillance software.

What you can do, is use http://www.no-ip.com/, and download and install this on the host computer. Everytime the IP address changes, the software updates it, and you can access the computer at a domain like yourdomain.no-ip.com.
Then just setup a VPN connection which you can then log in to from your guest computer. You could use the Windows built in Remote Desktop Connection, and you can set it up so you can log into the host computer when you login to your guest computer.
Or you might want to consider buying an IP Camera which connects wirelessly to your router which you can access from any internet connected PC.

You could try installing Gbridge on both computers and make sure it is set to run on startup. You can open it whenever you want and access your desktop/files or even share them with others.
