How can I make my screen text size stay at a custom setting in Windows 7?

Each time I boot up or browse to a new page, the screen text changes back to 100%. I have tried all that Microsoft has to offer without any change. I have Windows 7 Premium 32/64 bit and this problem is on both.

    Hello, when you have tried implementing changes, are you using the administrator account?  if not, have you tried making the changes when logged in as administrator?  Have you tried the following?:

    -- log in with administrator account
    -- click on start
    -- click on control panel
    -- click on display
    -- select the Medium/large size
    -- click on apply
    -- restart computer

    You could also try adjusting the DPI

    -- log in with administrator account
    -- click on start
    -- click on control panel
    -- click on display
    -- on left hand menu, click on set custom text size
    -- click on down arrow and select a size that suits you
    -- click on ok
    -- restart computer

    If the above steps do not work, have you tried setting a different resolution? 

    -- right click on desktop background
    -- on menu that pops up, select screen resolution
    -- click on down arrow and select a different screen resolution
    -- click on apply
    -- click on ok
    -- restart computer

    Is this problem occurring in Internet Explorer or Windows?
