Why is the screen on my Samsung Galaxy Tab 3 not responding to touch?

I have a Samsung Galaxy Tab 3. It froze so after some time I just did a factory reset and when started it up again I still wasn’t able to get the screen to do anything. I checked the digitizer to make sure it was hooked up well but still no change – I can see the picture fine but can’t get anything by touching the screen.
