How doesn’t my Samsung TV work with an OREI XD-990 signal converter?

Actually i have a Samsung led tv which runs with only NTSC Signals
and i have settop box it has only RCA cable output
So i bought a OREI XD-990 it has RCA and HDMI input and the output is HDMI
Some times I am getting errors like NO SIGNAL (Check the connections)
Some times it shows video for 2 sec and again goes OFF and this continues.

Why does this happen?

    There are 3 buttons on the device: one for type of connectivity you use (composite\HDMI), second for output-resolution (720p/1080p), third for format (PAL/NTSC).
    Single press on any button is good for displaying the current relevant setting on the screen (that is if you see anything on the screen, otherwise you are working blind until you get the setting right and be able to see anything).
    To actually change the mode (on each button) you need press the button twice and quickly (slowly will just show the information twice). That's the big secret.

    change settings in TV
    Eco Solution--->Energy Saving--->Low

    Yeah has to be an issue with the converter itself.

    Try to use another converter. Maybe it is one of the cause.

    i think the problem lies with the convertor OREI XD-990 which you have.Check it out man
