Not all phones charge through their data connection, and not all USB ports provide enough power to those phones that can. Try pluggin your phone into the wall outlet *charger* that was no doubt provided with your phone when you bought it.
you can try to charge the battery on another Samsung GT-S 5253 and plug it back into yours, then you can see if the problem comes from the usb connectivity of your phone.
