How do I run 3G-only apps on Wi-Fi using my Micromax A75 Android 2.3 phone?

just connect the phone to an working wifi connection then turn mobile data off the apps will connect using wifi on its own

But question is about apps which specifically work through 3G and not through wifi

but as you mentioned tv streaming if you are not doing that through your network providers website than you have no choice rather use their service but if you do that from other third parties then there are plenty that works with wifi
google it you will get plenty services that offers free 24 hours channel
(your wifi connection should be fast enough)
