Is it possible to reverse tether an Android phone?

Kashif Maqsood asks:

I know there are ways to tether an Android Phone (use your mobile Internet on your laptop) but I want the opposite. I have a wired Internet connection on my PC but I don’t have WiFi. So I want to know if there is any way to share the PC Internet with my Android phone via data cable or Bluetooth. Also, I’d rather not root my Android.
