How do I remove macroblocks from videos?

Sometimes news stories pixel-late faces and such in their videos. Google research shows these are called macroblocks and lists all kinds of filter codes to change. Is there an app that does this automatically? I’m assuming such a program would also remove persistent titles and logos in the corner of every frame.

    AfterEffects and Photoshop are better at doing that, and it is a frame-by-frame, tedious process. Photoshop-Extended With Scripting and maybe Content Aware algorithms.FinalCut Pro?
