I recently wrote an article about similar chat services. I would especially recommend AnybodyOutThere, however, it’s without webcams.

We have just started web site Facebook Social Chat Roulette (http://fbchatroulette.net) which tries to address this problem.
Each participant need to be have valid Facebook account and at least 10 friends. And this is not anonymous chat: your partner will know your name and link to your Facebook profile.
The site is also integrated with Facebook chat.
