Are there programs that can remotely wipe a hard drive?

Yes, those kind of tools do exist.  Most that I have seen are enterprise class utilities that are used by their IT department to wipe the hard drive of any computer he can access on the network.  There are others that can do this based on a received message through SMS or email that are primarily used on laptops in case they are lost or stolen.
