Why is there a ‘problem sending command to program’ in Windows 7 when trying to open a document?

When attempting to open a document in Windows 7 by double-clicking the file name, the program opens, but doesn’t load the document associated with it. Instead, I get a message: “problem sending command to program.” I know others have experienced this, but none of the “solutions” seem reasonable.

When you shut down your computer, do you get an error stating there is an unregistered COM object still running? If so, it's a broken communication line between the reader (usually OFFICE) and the document using COM which is usually invoked by a missing dependency.

To bypass this, you must open the reader (Such as WORD) then open the document.

A possible fix is Anthony's post on Technet (first reply, marked as answer).

    Unchecking "Run as Administrator"
when the Properties for the shortcut to office is set in the compatibility mode set to "Run as administer" is checked you will not be able to open from within Explorer, with a error"There was a problem sending the command to the program" so change it to unchecked.
