Well under 200USD it will depend on how much memory that you want and also what you wan to find out in the player for function.

If you want something that is comparable to the iPod Touch, you could check out the Archos Internet Tablet series. They have a 2.8″ that costs about $89. It comes with 4GB of internal storage, which can be expanded with a MicroSD card up to 16GB. It comes with Android 2.2 and all that it has to offer. I would personally suggest the Archos 43, though. The 4.3″ screen helps, plus you can get the 8GB version for about $182 and add a MicroSD Card, or get the 16GB version for about $220. These players don’t have the capacitive touch screen that the iPod Touch has, but it’s hard to tell the difference while using it other than the lack of pinch & zoom. It has other zooming methods though.
