Both GParted and Parted Magic will support large drives. They are Linux products but can readily manipulate FAT and NTFS. GParted is a free download, you have to for Parted Magic.

As Oron said Windows Server 2003, Windows Vista, Windows 7, Windows Server 2008 and Windows 8 are not supported by Norton Partition Magic. Do not use Partition Magic for your 4k hard drives you risk to make the hard drive unusable
As of October 13, 2011, the Symantec website states, "Sorry, we no longer offer Norton Partition Magic."

Partition Magic was discontinued at the end of 2010, and active development stopped much earlier. Officially, it does not even support Windows Vista. As such, there is no specific reference to supporting 4TB drives, which are much newer, but it almost certainly won't do the job. There are plenty of other partition management packages, some free, some not (see list on Wikipedia) so pick one of those, check thet manual to make sure it is compatible and use that instead!
