How do I move space between partitions?

I’m using Windows 7. I have two partitions, one for all my system files and another for all my miscellaneous things. The available space on my system partition is shrinking. Is it possible to move space between partitions and keep all the data on both? If so, what would be the easiest and/or safest way to do so?

I use a free version of Easeus Partition Manager Home Edition. Here is a link to this free software: http://www.partition-tool.com/personal.htm. This program will do what you want plus much more.
