Where can I learn to use the Brush tool in Photoshop?

How do I use a brush tool in Photoshop? I am a complete beginner. I have Part 2 of your MakeUseOf guide but need Part 1 where do I get it from.

I have a problem that I cannot resolve. I have a painted white railing which has rust lines showing along parts of it and I want to remove the rust. The spot remover will only work for spots but not for the lines. I have tried clone tool but that only seems to work on a small bit at a time. Please help I have lost all of my hair in the last three days trying to work this out.
