Is there a legal way to make free telephone calls from a computer?

Can one make free telephone calls on the computer from which one will not receive a huge telephone account? Skype to Skype is free but if you use the telephone system one has to pay for same. I’m talking about free telephone calls, not just video chat.

    Google voice is a good solution if you are in US/Canada.

    You can use Jaja.com. It actually works between ordinary phones, but you can initiate the call from your computer.
    Also, many carriers offer a "free call" plan for a price. For example, I live in the UK and have a Utility Warehouse contract which includes free calls around the UK and to ten other countries for approximately £5 a month over the basic rental fee. Admittedly, this is not really free, but the all inclusive price is very reasonable, and the simplicity of the setup is worth it for anyone who makes a lot of calls.
