Principally yes.

Practically, however, only comments the moderators understand will be approved. I typically trash foreign language comments that I don’t understand. Others I only approve if there is a reason for them not to be in English.

Moreover, this is an English speaking website and personally, I consider commenting in a language other than English rude. At least add a translation of your comment for those that don’t speak your language.

In my opinion it’s not okay to reply in another language than the article is written in since the author should be able to understand what the commenters think about his work.
Also, if the website is english it just doesn’t make sense to comment in another language.
