Is Android device manager an app or setting or both?

A few days back there was news, but I’m not sure if it is app or setting. This question is for Android 4.0.

    Sunil,

    Android Device Manager(ADM) app replicates the web interface of its service.

      This app has lot of configurations and hence it seems to be settings to you.

      Thanks. But please note , its not true that it seems to be settings , but sub-question was appended mainly because "Google settings" icon in Android 4.0 has a section on Device manager

      application is visual, you see and interact with it, settings is when you are able to make some choices
