I was wondering whether I can install Ubuntu and update it after that, without internet connection?

What if I download all the package from the internet and install it later on. Is there any software that works specifically with this processe, I mean install a lot of deb package at one time?

Is it possible or not?
Thanks.

As far as installation is concerned, you can do that simply by using Live CD or a pendrive. For updates, above two links will be helpfull.

There are some ways to get the updates on a offline machine but they all require one Ubuntu machine having internet connection initially to create the update package(s).

In general I do recommend installing Ubuntu with internet access because you might need to download some drivers or other stuff which are machine specific and to get your entire system with all selected applications up to date.
