what do you mean by inexpensive upgrade? you need dvd and serial to upgrade.

Pop into your local computer store or big box store and buy an upgrade version of Windows 7 Home Premium, Professional, or Ultimate.  You could also search for potentially better prices online.

linux ubuntu 11.10 very similar in desktop appearance but much better in performance — speaking as someone who uses both on a regular basis.

actually there is a developer version available from MS – if you develop or intend to develop apps this £100 version offers many licences of all of the styles as well as Office etc…
