1)Use social media and social bookmarking sites to promote.
Start a facebook page, and invite all your friends to the forum and its facebook page, even if some of your friends accepts your invite, their facebook account will start showing their like activity to their friends, keep posting the best links of forum on your page. so more people will notice your forum.
2) If you paste links everywhere, it will be spamming.
but, if you paste relevant link on relevant place, people from those forums or websites, will visit your forum and will thank you for pasting the link and promoting your forum.
Use google to find websites and forums on similar subjects where you can promote yourself with positive responses
.3) Start some testing(fake) but useful discussions with your friends, so if anybody visits your forum and finds it useful will refer it to their friends and will be a regular member.
