How do I improve Windows 8 startup and shutdown times?

I am using windows 8.  Nowadays it takes too much time than normal to start up and shut down.  Why this problem occurs and how to recover this?
Am using Intel i3 =3120M 2.5GHZ and 4gb Ram.

    do try to clean your windows from junk files, bad registry keys

    1) Open Cmd with administrative rights
    2) On the black screen type: sfc /scannow and hit enter, wait the scan to finish
    3) Type: chkdsk /r wait the scan to finish
    4) Reboot and try to defrag your hard drive

    In the search box (or press the Windows key + R key on the keyboard) and you're in "msconfig.exe" and press Enter. This will bring up the list of startup programs that you can choose to disable, delay start, or reenable. Common programs that delay startup would be iTunes, antivirus and security software, and Windows background services. If you do not know what the program is for, Google search it. The toolbox in CCleaner may be easier to work with.

    Check to make sure that your security software and/or cleaners are not set to automatically scan and fix issues at startup.
