Hello, best way is to export your contact list in a format compatible with outlook to a folder in your computer.  Once that is done, just use the import function in outlook to get the contacts.  If you tell us what your webmail is, we can give you more specific instructions.

Export your contact list to Excel sheet
    1) Convert Excel Sheet in to the CSV (Comma Separated Values) Format
this to Import  CSV File in to Outlook 2010
    2) launch Outlook 2010, and click the Office button(File menu). Then click the Open option and choose Import.
    3) Import and Export Wizard choose the Import from another program or file option
4)Click Next button and choose the file type Comma Separated Values and then click Next
5)Now browse and select the CSV file.
6)Hit Next, select and choose the Destination Folder like sent items
    7)  hit the Finish button. Here you can change the destination as well.
