This depends. This is the Aero Peek feature on Windows 7. If you want to remove all instances of the pop-ups for ALL programs pinned or open on your taskbar, then you'll have to change the settings in the Control Panel.

Open System from the Control Panel, open Advanced System settings. (Make sure you're on an Administrator account). Under the Advanced tab on this window, click Settings under the Performance section. Once this is open, just uncheck the Enable Aero Peek button under the Visual Effects tab. And you're done!

If you want to change it for just one program that's pinned to your computer, you'll likely need a specialized program, of which I know none. Sorry! But hope this helped!

If you want to keep your app follow this method.

    1) Right-click the program shortcut icon you wish to remove. An options menu will open.
    2) Select “Unpin This Program From the Taskbar” in Windows 7.

If you don't want the app download the software from the below link

He sounds like he wants to keep the app pinned to taskbar but without additional popup. The way you described will remove it from the taskbar completely.

I didn't found a direct way of doing this using any tool easily but you can try to achieve it using the tool (7+ Taskbar Tweaker) mentioned in the link below with screenshot for wider explanation -

    http://www.nicholasoverstreet.com/2012/01/fix-7s-taskbar-right-clicking/

Other tools only change the appearance fully and doesn't edits them. Some of them do not work properly and has their inherent limitations.
