How does the newly released Android test version of Facebook Messenger send messages to non-messenger users?

Does it send through SMS? And do non users have to register on Messenger only through a mobile number?

    you message non-friends by phone number. It’ll request your number too to make these connections, though it’s kept private.

      people will be able to start using it only by providing a name and phone number.
